Using the WOL client you can administer WOL-enabled devices.
Furthermore the WOL client has support for proximity wake-up which will wake up machines when you enter a certain wireless network. This way you can make your Android device boot up your work computer when you enter the building.
About security permissions:
The app will ask for three security permissions when installing. These are "INTERNET", "ACCESS_WIFI_STATE" and "ACCESS_NETWORK_STATE". The first is needed to actually send the Wake-on-LAN-packages. The other two is needed to provide lists of known wireless networks and turn on computers through the proximity feature when entering a known wireless network.
